'Proctection sociale et territoires'chair

Sciences Po Lyon and the École Nationale Supérieure de la Sécurité Sociale (EN3S) have created the “Protection sociale et territoires” teaching and research chair.

The aim of this chair is to disseminate a territorial culture within social protection organizations, whether public (social security organizations, local authorities, etc.), private (mutual insurance organizations, provident societies) or associative, in order to enhance the effectiveness of their actions on behalf of their users and customers.

The Chair has three main objectives:

Objective 1

To bring together academics, practitioners of local public action and social protection professionals, by improving mutual understanding of the players involved, their fields of intervention and the issues at stake, in a context of profound change that needs to be clarified. To this end, it intends to organize study days and symposia on this theme, and to support all initiatives by academics and practitioners in this field (in the form of research, publications, etc.). 

Objective 2

Invent the social protection professions of tomorrow by renewing initial and continuing training. To achieve this, the program aims to create new training modules and develop or strengthen existing skills. To this end, a 5th year of specialization has been created in the Sciences Po Lyon training program (specializing in Politiques et innovations sociales des territoires – PIST) to train future players in territorial action in social protection.

Objective 3

To imagine and design future territorial social protection actions within a pathway logic, by bringing together the plurality of players and their interventions in order to improve the efficiency of territorial public action, encourage social innovation and envisage genuine pathway logics at the service of citizens.

The Chair is currently supported by the Caisse Nationale des Allocations Familiales, the Caisse Nationale de Solidarité pour l’Autonomie and the Banque des Territoires. It also mobilizes a large community of scientists and practitioners.

The Chair is aimed at social protection professionals and students wishing to acquire or enhance their skills in understanding and implementing social policies at local level.
